About me
Professor LIU Hao is the Executive Dean of the School of Global Governance and the School of Management at Beijing Institute of Technology (BIT). He also serves as Director General of Society for Art and Science Advancement (SASA), Chair of the Governance Committee of the International Association for the Advancement of Space Safety (IAASS), Chair of the Asia-Pacific Expert Group on Unmanned Aircraft Systems under the International Civil Aviation Organization (ICAO), and member or advisor to several key international expert panels. He previously served as Secretary General and Chair of the Joint Authorities for Rulemaking on Unmanned Systems (JARUS).
Professor LIU focuses on global governance in the areas of aerospace and aviation, digital transformation and artificial intelligence, as well as Arctic diplomacy and governance. His research and policy work are dedicated to advancing innovative regulation and enabling the growth of emerging industries, including unmanned aviation, suborbital flight, higher airspace operations, commercial space activities, the digital economy, AI integration, and sustainable development.
He has led international expert teams in developing model regulations for unmanned aviation, which have been transplanted in over 70 countries and regions. He also proposed the establishment of an international legal framework for the Exclusive Utilization of Space (EUS). He launched a global initiative, the AI Green Index, to evaluate the environmental performance of artificial intelligence and its applications.
Since 2009, Professor Liu has played a key role in reforming China’s regulatory, legal, and policy frameworks in aviation, space, the digital economy, and artificial intelligence. He has worked closely with international organizations such as UNIDO, ITU, UNCTAD, UNCITRAL, UNOOSA, and ICAO to foster long-term cooperation and talent development in international law, international organizations, and global governance.
He has led over 50 national and ministerial-level research projects and is the founder and managing editor of the Journal of International and Comparative Law.
